Dat was de centrale vraag die een groep van 30 masterstudenten van het <a href=\"https:\/\/www.ihs.nl\/\" target=\"_self\">Institute for Housing and Urban Development Studies<\/a> (IHS), Erasmus Universiteit Rotterdam, als zeven weken durende adviesopdracht voor One Planet Port op zich nam. Onder begeleiding van Alexander Los en Paul Rab\u00e9 \u2013 beiden universitair docent aan het IHS, gespecialiseerd in stedelijk milieu, klimaatverandering en stedelijk bestuur \u2013 presenteerden de studenten hun bevindingen op vrijdag 27 maart. De groep, bestaande uit 21 nationaliteiten en 12 disciplines, had stikstof als centraal thema gekozen: een van de meest urgente uitdagingen binnen de planetaire grenzen voor de haven.<\/p>\n\n\n\n<p class=\"wp-block-paragraph translation-block\">Hun werk, getiteld \"Currents of Change: The Hero's Journey of the Port of Rotterdam - From Volume to Value,\" richtte zich op scheepvaart als de dominante bron van stikstofvervuiling in en rond de haven - verantwoordelijk voor problematisch hoge concentraties NOx (stikstofoxiden, bestaande uit NO en NO\u2082). Deze gassen komen vrij bij de verbranding van brandstof: de primaire stikstofoxide ontstaat bij hoge verbrandingstemperaturen en reageert vervolgens met ozon in de atmosfeer tot NO\u2082. Bij verhoogde concentraties beschadigt NO\u2082 de luchtwegen - vooral bij kinderen en ouderen - en draagt het bij aan zure regen en smog, terwijl het ook waterwegen overbelast met stikstof op een manier die zuurstof onttrekt en aquatisch leven doodt. De studenten benadrukten dat de stikstofcrisis geen doodlopende weg is - en geen kwestie die politici mogen wegschuiven ten gunste van economische belangen - maar een katalysator voor transformatie. Ze betoogden dat het publieke eigenaarschap van de haven, haar economisch gewicht en de Rotterdamse mentaliteit samen een onbenut geheel vormen. Hun centrale stelling: een omslag van 's werelds drukste haven naar 's werelds slimste en veiligste.<\/p>\n\n\n\n<p class=\"wp-block-paragraph translation-block\">Hun aanbevelingen raakten aan techniek, sociale rechtvaardigheid en bestuur. Op technisch vlak stelden ze voor om scheepsmotoren te voorzien van Selectieve Katalytische Reductie (SCR) - een beproefde technologie die al wordt toegepast in vrachtwagens en energiecentrales wereldwijd. Het systeem werkt door een onschadelijke urineoplossing in de uitlaatgassen te spuiten, waardoor een chemische reactie op gang komt die stikstofoxiden (NOx) - voornamelijk stikstofmonoxide (NO) - omzet in gewoon stikstofgas (N\u2082) en waterdamp. Onder optimale omstandigheden kan dit de NOx-uitstoot met wel 90% verminderen. Verdere voorstellen omvatten de ontwikkeling van Nutrient Recovery Centres om stikstof terug te winnen uit scheepsuitlaatstromen, just-in-time logistiek om onnodig stationair draaien en emissies te beperken, en de integratie van wetlands en andere nature-based solutions als actieve stikstofbuffers en kustverdediging. Op bestuurlijk vlak pleitten de studenten voor participatie van onderop, een transitiefonds voor havenwerknemers ter bescherming van de 182.000 banen, en een grotere rol voor bewonersinitiatieven zoals De Luchtclub, een Rotterdams burgerinitiatief dat de luchtkwaliteit in de stad meet.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">De presentatie op vrijdag was een energieke en constructieve bijeenkomst.
